The Investment Authority was an independent body directly affiliated with the Prime Minister and was not a separate ministry before 2021. However, following amendments to the Civil Service Bureau regulations, the head of the Investment Authority was granted the rank of Minister, thus receiving the privileges and powers of a minister.
Today, the Jordan Investment Promotion Authority has become an independent ministry under the Minister of Investment.
The Ministry of Investment was established in 2021 as the legal successor to the Jordan Investment Promotion Authority. It became the primary reference for investment in the Kingdom under Article 7 of the Investment Environment Law No. 21 of 2022.
The Ministry of Investment was introduced in the government of Prime Minister Bisher Al-Khasawneh during the fourth cabinet reshuffle. The ministerial portfolio was first assigned to Engineer Khairy Amr. After one year, the portfolio was transferred to Mrs. Khuloud Al-Saqqaf. In October 2024, following a government change, Mr. Jaafar Hassan became Prime Minister and appointed Mr. Muthanna Gharaibeh as Minister of Investment.
The Investment Authority was an independent body under the Prime Minister that operated within a limited scope.
Today, it has transformed from merely an investment authority into a full ministry with its own vision and mission, setting clear investment goals and moving toward achieving them to create a safe investment environment in Jordan and ensure its growth and sustainability.
