Jordanian Department of Lands and Survey… A Smart and Secure Real Estate Environment!
The Jordanian Department of Lands and Survey is one of the state's primary institutions. It is the authority responsible for registering lands and properties and issuing their official deeds, in addition to conducting surveys and maintaining the related records.
Also known as Land Registry Offices… this is how the Department of Lands and Survey was referred to in 1857 AD, under the Ottoman Land Law. This law at the time led to the establishment of departments within the Hashemite Kingdom of Jordan to provide land and survey services, which were called Land Registry Offices or Property Registration Departments.
Since 1857, the Department of Lands and Survey has pursued a path of continuous development, going through multiple stages that played a vital role in reaching its current status.
The true beginning was after the Lausanne Treaty was signed in 1923, whereby the Emirate of Transjordan received ownership records and documents relating to public and private property.
The Jordanian government then took the necessary steps to reorganize and overcome real estate-related difficulties and challenges, enacting the following laws:
In 1923, the Land Liberation System and the Parceling Law were issued.
In 1927, the Land Liberation and Valuation Law was enacted.
That same year, the government merged several departments (Survey Department, State Property Department, Property Registration Departments, and Land Liberation Offices) into one entity: the Department of Lands and Survey.
Between 1951 and 1952, the Department of Lands and Survey in the East Bank (Jordan) became responsible for all registration directorates in the Kingdom, totaling 15 directorates, following the merger of the land and survey departments of both East and West Banks.
In 1952, the Land and Water Settlement Law was enacted, followed by several other laws implemented in 1953, applied across both banks. Previously, Palestinian laws had been in use.
Today, the Department of Lands and Survey has become an intelligent, service-based, and technologically advanced information system, offering real estate services under the following strategy:
Vision: A smart and secure real estate environment
Mission: To sustain a real estate environment based on an updated and secure database, delivering comprehensive electronic services grounded in integrated property legislation, qualified human resources, and effective partnerships
Core Values:

Since its inception, the Department of Lands and Survey has expanded and continuously improved its service base to keep up with technological developments in the land sector. It established a new administrative unit called the Institutional Performance Development Directorate, which led to most services becoming electronic — simplifying access for citizens, expatriates, and even foreign property owners inside Jordan.
