What is the property evaluation service or property value?

It is customary in Jordan, when selling any property, to seek the assistance of an estimator (surveyor) accredited by the Department of Lands and Survey to evaluate the property and estimate the appropriate price for it to complete the procedures. It may happen that the buyer believes that the purchase price is high while the seller believes that the sale price is low, although the surveyor decides the price, considering specific criteria such as area, or others. This requires several visits to the property and exchanging discussions to negotiate the price, which complicates the sale procedure and makes it a lengthy process, while in many cases a sale may not take place at all!

How Is the Property Value Determined?


A specialized committee of evaluators is formed to set the property price based on specific principles and criteria that we will talk about later in this article. This committee consists of:


• Partners from the private sector represented by two members of the Syndicate of Real Estate Office Owners and the Jordanian Estimators Association

• A certified valuer registered under the Real Estate Estimators Registration System

• A member of the concerned regulatory body in the government sector

• A member of the Department of Lands and Survey, specializing in estimation

Can The Property Owner Object to The Evaluated Property Price?

To ensure a transparent and satisfactory appraisal process for all, the Department of Lands and Survey carried out the customer’s participation in the property appraisal process for the first time through the platform that was launched in 2020, and the second time was after publishing the real estate values in the Official Paper, as it declared the customers right to object within 30 days from the date of publication.

Now, everyone has the right to object after approving the values by filling out the reconsideration form at the concerned Registration Directorate to be reconsidered by the department. Noting that the plan includes consideration of the property value every three years based on market conditions.


Now that we have discussed the nature and objectives of property valuation, let us explain the details of assignment and fees.

In the first quarter of 2022, the Department of Lands and Survey decided to reduce the real estate sale tax (assignment fee) to 6% instead of 9%, and it became as follows:

• Residential units (apartments) within the housing projects are completely exempted from assignment fees.

• Residential units (apartments) of different classifications, personal or commercial, the first 150 square meters of the apartment area are completely exempted from fees, and fees are imposed on the extra area only by 3%.

• The other property types including villas, lands, farms, etc., are subject to a 6% waiver fee.

It should be noted that this percentage may change from time to time, depending on the conditions of the real estate market.
